JCW Engineering Solutions is a traffic and transportation engineering firm based in the Greater Atlanta, Georgia area, also serving the Savannah area. The firm was founded by three licensed Professional Engineers, Andy Wang, P.E., PTOE, Edmond Jones, P.E., PTOE, and Ashley Cowan, P.E., who bring a diverse range of expertise and experience in the transportation engineering field.

Andy Wang specializes in traffic signal design, signing and pavement marking design, transportation asset management, performance measurement reporting, and highway-railroad engineering analysis, including corridor studies.

Edmond Jones focuses on traffic signal timing, traffic operations studies, signal and multi-way stop warrant analyses, as well as traffic signal preemption and priority programming.

Ashley Cowan's expertise includes corridor traffic studies and analysis, safety studies, traffic signal warrant analyses and reporting, traffic calming studies, and left-turn and Flashing Yellow Arrow (FYA) signal evaluations.

JCW Engineering Solutions is a certified Disadvantaged Business Enterprise (DBE) engineering firm, recognized for meeting established criteria in federally funded transportation projects.

Andy Wang, P.E., PTOE

Andy Wang, P.E., PTOE

Andy J. Wang has more than 23 years of experience in the field of traffic/transportation engineering. He specializes in Traffic Signal/Signing/Marking, Intersection/Corridor Operational Improvements, Transportation System Asset Management, Highway-Railroad Engineering Analysis and Active/Passive Railroad Corridor Studies. He has managed several signal/signing/marking design projects and led several signal timing projects on GDOT Statewide Signal Timing contracts during his 20+ years of employments at ARCADIS. Prior to his employment at ARCADIS, he was also employed in the public sector for Georgia Department of Transportation (GDOT).

Andy is registered as Professional Engineer (PE) in the states of Georgia. He is also certified as a Professional Traffic Operations Engineer (PTOE) by the Transportation Professional Certification Board.

Andy was born in Taipei, Taiwan. He immigrated with his parents at the age of 13 and has earned his Bachelor of Science degree from Southern Polytechnic State University (now Kennesaw State University), with a major in Civil Engineering Technology. At SPSU/KSU, Mr. Wang was the President of Institute of Transportation Engineers Student Chapter in 2000 - 2001 and he is an active participant volunteer with Kennesaw State University Alumni Association.

Ashley S Cowan, P.E.

Ashley S Cowan, P.E.

With over 15 years of private and public sector experience in traffic engineering and microsimulation modeling, Ashley Cowan, PE, brings a deep understanding of traffic operations analysis, intersection capacity improvements, and signal design to every project. She specializes in traffic studies, alternative intersection analysis, as well as safety and crash data analysis, while consistently delivering innovative and cost-effective solutions.

As a licensed Professional Engineer, Ashley has also worked with local municipalities, state agencies, and private developers to provide reviews and professional guidance on traffic standards and guidelines. Her technical expertise is complemented by a collaborative approach, ensuring that stakeholder needs, regulatory requirements, and community goals are met at every stage.

She holds degrees from both the Georgia Institute of Technology and Kennesaw State University and is a registered Professional Engineer in Georgia and Louisiana. Her work is driven by a commitment to building safer, smarter, and more innovatively sustainable transportation systems.

Edmond Jones, P.E., PTOE

Edmond Jones, P.E., PTOE

Edmond Jones is a seasoned traffic and transportation engineer with over nine years of experience. His journey in the field began with an internship at the Georgia Department of Transportation (GDOT), which sparked a passion that has driven his career ever since. A proud graduate of Kennesaw State University with a B.S. in Civil Engineering, Edmond has worked extensively on traffic and ITS design projects across Georgia, Alabama, and South Carolina.

Edmond's project experience is broad and includes railroad safety improvements, traffic signal design, signing and pavement marking, and traffic signal retiming. He has often served in leadership roles, including as the Deputy Project Manager for GDOT's Southeast SigOps contract for nearly three years. In this capacity, he acted as a primary point of contact for clients, managing complex projects and delivering impactful solutions.

Edmond is a licensed Professional Engineer (PE) in Georgia and holds the Professional Traffic Operations Engineer (PTOE) certification from the Transportation Professional Certification Board. He is also an active contributor to the transportation engineering community, frequently volunteering and presenting at professional events. Some speaking engagements include the 2023 Southern District ITE Conference in Savannah and serving as the Technical Committee Chair for the 2024 ITSGA Annual Meeting in North Augusta.
